Adds `fleet:ssl` command

This PR attempts to solve a scenario in which Fleet support has already been installed in an application with SSL/TLS and then that app is used on a different computer which doesn't have the SSL certificates and configuration files. In that case a second command can be used to generate the files without the need to modify the existing docker-compose file
