Make \And and \AND work

This is probably in a publication style which doesn't have bindings, but for now a quick and dirty hack will probably suffice.

So, more data! This should be upstream in LaTeXML's omnibus, but I'm going to make more notes before doing that.

1612.07837 is an interesting example where there are no errors, but it is broken in an unexpected way. The ICLR template defines \And for the author block to separate out the authors. But in latexml, it is using the \And from lib/LaTeXML/Package/amsmath.sty.ltxml which is for use in math, and not what expected. https://arxiv.org/pdf/1612.07837.pdf https://www.arxiv-vanity.com/papers/1612.07837/
