CompatHelper: bump compat for PlutoStaticHTML to 7 for package docs, (keep existing compat)

This pull request changes the compat entry for the PlutoStaticHTML package from 4.0.5, 5, 6 to 4.0.5, 5, 6, 7 for package docs. This keeps the compat entries for earlier versions.
