CompatHelper: bump compat for Turing to 0.31 for package docs, (keep existing compat)

This pull request changes the compat entry for the Turing package from 0.24.1, 0.25, 0.26, 0.27, 0.28, 0.29, 0.30 to 0.24.1, 0.25, 0.26, 0.27, 0.28, 0.29, 0.30, 0.31 for package docs. This keeps the compat entries for earlier versions.
