Validation against "real world" expectations

Being able to validate the network against a set of expected values e.g. highway links not having a freespeed higher than say 80mph in the UK, or a cobblestone road not having a speed higher than say 20mph, or a number of lanes greater than 4. This would then spit out a warnings log with elements that are out of the specified bounds, to assist with doing "eyeball" checks (sometimes these might be perfectly valid, like a roundabout approach flaring to more than 4 lanes, or a toll area with many booths). Might be useful to have different configs to validate against in the case of different countries or locations to account for different areas.
