Added repository list refresh before create

As discussed in #1 , tested an working

The only method I could find in the SDK is at https://github.com/drone/drone-go/blob/7f20e6c113d3ffa2af80401c4eba7d510c8fd875/drone/client.go#L184 .

Since this is not released yet, I also switched the dependency management to dep so it could use master from drone-go.
