POD 2.0/POD Pro: controls in Hz

For now all knobs/sliders are in milliseconds, whereas Line6 Edit uses Hz for chorus/flanger/trem speed. Make this configurable.

This primarily concerns POD 2.0 & POD Pro. PODxt controls vary between Hz & usec even in Line6 Edit; PocketPOD controls are in usec even in Vyzex.
