in the thousands of my manual clones/tests, I didn't see any single invocation of `git lfs filter-process`. I wonder about the possible reason for that :-/

Finally I managed to get the output out of CI: the reason for problems was git v1 in rhel 7, after the upgrade to git v2 I got the file)...
