Problem: Users in Contributor groups have inconsistent UI edit functionality
Current Behavior
Some users who are in the Contributor group in AtoM are only able to edit descriptions by using the "Edit" button, and not by clicking the arrows to the right of the template area headings. The arrows do not show up on the area headings at all.
This is inconsistent across AtoM. For example, logged in as a user with Contributor privileges on my own AtoM site, I can edit descriptions directly via the area headings by clicking on the arrow:
For Contributors on some other AtoM sites, these arrows are not present, even though they can still edit the description via the button at the bottom of the template:
Expected Behavior
Users with Contributor privileges should be able to edit a description either by clicking the "Edit" button at the bottom or by clicking directly on the arrows in the area headings, not one or the other.
