Problem: Carousel not visible for draft descriptions with repository specific permissions

Current Behavior

Steps to reproduce the behavior

1. Log in with an admin account, and create a new group
2. Edit the new group, and in the permissions section under Permissions by archival institution, add an institution and set the View draft permissions to Grant.
3. Add this group to an authenticated user.
4. Log out, and then log in as the user with the new group that was just added.
5. Go to an archival description page that has digital objects added to its descendants and shows the image carousel and set its and its descendants publication status to draft (or alternatively, create one or go to an existing draft that had this carousel).
6. Notice that you can no longer see the carousel.

Expected Behavior

The carousel should still be visible since the user does have the permissions to be able to view the draft itself
