AtoM ignores DIP upload setting that specifies stripping file extensions from information object names

Haven't been able to recreate this unless metadata only DIP upload is used. For other scenarios, using AtoM 2.7.3, AM 1.14, this works as expected without file extensions in the title when using this setting.
