Ignore user doesn't persist through close/re-open window

How to reproduce:

1. Join a chat.
2. Right-click a user in the user list.
3. Click Ignore.

The user is ignored.

4. Close the tab/window.
5. Open the chat again by double-clicking it in the buddy list.

The user is no longer ignored.
