Chinese Numerals instead of Arabic in Chinese Locales

While doing some tests for the Chinese, I noticed that some translations have Chinese and some Arabic numerals.

"second": "一秒",
"seconds": "{0}秒",

would be nice to equalise all of them to Chinese numerals, or provide an argument in the locale to be able to switch between Chinese or Arabic numerals?

I think this would be a good idea to extend to all locales. The question becomes we should have a way of standardizing it such that, we are able to support it with both within humanize and dehumanize.
