First set of changes to enable OneAPI backend

These changes seem to suffice but I haven't made a thorough check. Will mark this ready once that is done.

@umar456 @syurkevi Anything I missed ?

Tests are failing but I am not certain if that is related to new backend or just in general with the library issue.

@BA8F0D39 https://github.com/arrayfire/arrayfire-rust/issues/375#issuecomment-1728284362 you can follow oneapi progress here. Hope to get it resolved soon.
