Create "Developer guide" part in the documentation

Issue Overview

In the documentation, there are some parts that are useful for developers that want to create their own strategy or somehow use Smart Testing in their own environment. These parts should be moved to a "Developer guide" to keep them separated from those ones that are related only to end-users.
