wordpress-bootstrap Call to undefined function get

Call to undefined function get_header()

Hello,

I just installed wordpress-bootstrap-v2.3.zip and when entering the main directory I get the error message:

Fatal error: Call to undefined function get_header() in /home/stephane/dev/wordpress/demo2/wordpress-bootstrap/index.php on line 1

I could not see any install instructions file.

Am I missing something ?

I'm not seeing this so i'm guess it's this: http://wordpress.org/support/topic/call-to-undefined-function-get_header-i

Anyone else have this issue?
