Automate textures as fill layers/smart materials

Concept: Drag a texture into the layer panel to create a fill layer without having to create a material first. Right clicking them should provide the same options for which channels ( diffuse, normal, etc ) are affected Currently dragging and dropping converts it to a mask.

Reasoning: I believe that such a mechanic will allow artists to quickly iterate and combine different texture sets.

When I dragged and dropped a pre-baked normal map of my model it was converted to a mask, instead I had to make a material first and plug it into the normal map and finally into the normal input socket. Having to do this for meshes with multiple parts is cumbersome( it's not a lot of work but really feels like it can be done quicker). It also adds a material to your material list which I won't be using for painting either. The textures are already referenced in the project and easily accessible.

It would be something similar to smart materials, I guess I might be requesting smart materials.
