Improve color-picking flexibility to sample from independent elements

My use case is to open 2D image containing reference sheet of character I'm trying to color. It's just a 2d image and it's not applied to object as a texture (as it's not intended to be a texture, it's just an artwork). I'm then trying to paint object using colors from that image. Unfortunately "picker" tool is not able to pick color from that opened artwork. In #1106 there was an idea to implement picker button in color picker dialog: obraz

If this color picker would be able to capture any color from stuff displayed in armorpaint window, it would help greatly to my use case. We can go even further to capture color outside of armorpaint window, but I'm not sure if this is technically feasible.

yes this feature is a must have to pick colors from what concept artist has provided instead of guessing colours.

One more addition would be ability to have bigger color whell in the RGB node so we can select colors with more precission
