there is no download link to download this software . and no windows MSI installer

I put that project on my watchlist 3 years ago and since then, I've never seen a download link. By the way, the last update was in 2017, so I would consider that project dead (or frozen for ∞).

Not open source but Immunet from Cisco provides excellent malware protection and is very light on resources.

So is the project fully dead and not going to be reopened ?

Sorry, I can only give my opinion, not facts concerning reopening the Armadito project. The company behind armadito still features it on its website https://www.teclib-edition.com/en/software/armadito-antivirus/ and is active with other projects. Maybe, it's just abandoned. No idea why they have still references on their website about armadito and don't tell the community what's going on.
