combine votes from duplicate requests

Often duplicate proposals are made in error (not necessarily laziness). It would be a good idea for the requester to be given the opportunity to combine the votes with the duplicate once they're in agreement that their request is indeed a duplicate. Otherwise the most requested feature could end up being overlooked.

The decision should definitely be left to the proposer though, because often people jump the gun and call out "duplicate" before they've actually understood what's being proposed.

Both proposals should remain open, with future votes still continuing to be combined.
