Unable to find priorityHalftime configuration

The documentation says there is

Armada allows configuration of priorityHalftime which influences how quickly queue priority approaches resource usage.

I am not able to find "priorityHalftime" anywhere in the codebase and I don't see anything in the scheduler configuration. Which fields is the documentation referring to?
