[EPIC] Dependency PR's

This ticket will track all Dependency Related work, as well as note that PR's that have been ignored using @dependabot ignore this dependency or another command.

Reasons should also be included:

• https://github.com/armadaproject/armada/pull/2981, https://github.com/armadaproject/armada/pull/2980: Both ignored because the version specified is not supported by Python 3.8
• https://github.com/armadaproject/armada/pull/2944, https://github.com/armadaproject/armada/pull/2945 these dependencyies seem to be tightly coupled to a lot of things.
• https://github.com/armadaproject/armada/pull/2998, https://github.com/armadaproject/armada/pull/2999, https://github.com/armadaproject/armada/pull/3000, https://github.com/armadaproject/armada/pull/3001, https://github.com/armadaproject/armada/pull/3002, https://github.com/armadaproject/armada/pull/3003, https://github.com/armadaproject/armada/pull/3004 all of these bumps will fail.
