Set up AWS EC2 instance for MLH Fellows for Lookout UI dev & testing

As it would be logistically difficult for MLH Fellows/interns to set up a full Armada stack on their local development systems, so that they can modify Lookout UI code and build/test the container, we need an AWS EC2 instance that the interns can use to manually run, edit, and debug the Lookout UI. The configuration should be as specified in https://github.com/G-Research/armada/blob/master/docs/aws-ec2/README.md
