Feat: Add config option to open only when using certain items

I find myself using both this mod and BetterCommandBlockUI often, while having them both side by side dosen't do much, i wish there was a way to either change it so that your mod takes priority when opening the command block UI, or, have a config option to open only on usage of certain items.
