Example Bundle: RBAC Policies

To help users get started with Arlon we should create an example K8s policy object that demonstrates how Arlon can apply Policies to a cluster. RBAC is a good example to go with as its used in all cluster types. I suggest a Read-Only policy as this is non-destructive and materially useful for all customers.
