Unit tests for cluster overrides

There is a requirement to add unit tests for the recently added cluster overrides feature. Unit tests have already been added to most of the parts like pkg/cluster, pkg/profiles etc in the arlon project. These unit tests can be taken as reference for unit test of cluster overrides
