[BUG] Disabling the custom battle pet tooltip causes caged battle pets to no longer have a tooltip at all

What version number you are using? 3.10.21

What game client are you playing? Retail, Wrath, Classic / Live, PTR, Beta Retail

What language is the game client set to? EN

Describe the bug Turning the custom battle pet tooltip to disabled causes you to get no more tooltip at all, instead of the default tooltip.

To Reproduce Config > General > Tooltips > Battle Pet, turn Enabled off. Now if you hover over a caged pet in your bags, it doesn't show a tooltip at all, instead of the default tooltip. This was reproduced with only ArkInventory loaded, no other addons enabled.
