Add application to winget

We should add the application to winget, to make it easier to install/update. Instructions are available here: https://learn.microsoft.com/en-us/windows/package-manager/package/

I'm happy to add the current version to winget and try to keep up to date with any new versions.

I would suggest adding as ArkaneSystems/MouseJiggler/2.1.0.

I can go ahead if you're happy for me to do it.
