PHP Buildpack does not work as multi buildpack with Python Buildpack

It looks like the only long-term solution for this would be to rewrite the PHP buildpack from python2 to python3. Is that something you'd be willing to contribute? @sweettbug3

Hi @aditinandagudi, we can take a look if you can attach more logs (`cf logs --recent`), an example app and the exact version number of the buildpack
