Re-open an extension's settings page if it was open before reload

When working on an extension's settings page, reloading the extension closes the options page. It would be helpful to reopen it upon reloading, so the developer doesn't have to do that themselves. This older extensions reloader says in its description that it does this.

Yes. I linked to it to show that a similar extension on the chrome store was able to add this feature, so there must be a chrome extensions API to allow this.

Would be great if the background page could also be reopened, will investigate and try to make a PR for these.
