Navigation dropdown not working on iPhone 4 using Safari

I'm having an issue with the Safari browser on an iPhone 4. Everything works on all browsers including newer models of iPhone using Safari however on the iPhone 4 the dropdown menu is not opening, it is completely unresponsive. Anyone know why this could be happening?

Bump. Having the same issue.

ios 9.3/latest.

dev tools shows the nav-collapse-0.opened state being max-height 0... which is wrong.
