export -> for backup file cannot be read by other apps

If this is a configuration problem on my side, please let me know how I can change it.

If I go to export -> for backup, and then try and share that file using any other app (dropbox for example), it gives a "permission denied" error. I'm not sure if there's a setting on my phone that I have to set, allowing the "Twisty Timer" app to write files that can be read by other apps.

On my android this looks different! I do not have this red line! Have you tried to access this folder from your PC or with a file manager on the phone?

Other possibility: Use the "Share" to send the file by email, WhatsApp, ...

I always send me this file by Pidgin (a sharing tool for Android with a Chrome Browser Plugin on the PC). You can use all programs that are available via the normal "Share"-function in Android.
