Share Buddies Across Account Characters

Currently each character has its own set of buddies. I think most players would want to have the same buddy list for all their characters. That way they don't have to re-add their friends for every character they create.

There is another feature request which wants friendships to be mutual. For privacy reasons we can only do one or the other.

Perhaps we should open a poll to find out which is more desired.

@nhnb I think it may be possible to do both without violating privacy. We can allow players to add anyone as a buddy (as is currently done). However, only allow online status to be visible if the other player has added that character to their own buddies.

There may be some other potential issues that I'm not thinking of. But I do believe it is doable.
