Fake rotation does not work on repeater, comparator, and some other blocks

looks like fake rotation and fake rotation aggressive does not effect some blocks, after changing printFakeRotationTicks to 60 and printFakeRotationLimitPerTicks to 1 I saw some block like observer being placed 1 by 1 while all the repeater and comparator was placed in the wrong direction and all at once.
