UI: Change Title and Description for Intermediate Parameters

Summary

It would be great if the title and description could be changed for Intermediate Parameters

Use Cases

We use Argo Workflows to deploy through dev/stage/prod. We always stop and ask before deploying to prod. During certain "restricted change periods" we want developers to think extra hard before deploying to prod. Our use would be:

1. Outside restricted change periods: Title: Deploy to Production

2. Inside restricted change periods: Title: Deploy to Production Message: Warning: This is a restricted change period
