Migrates from tslint to ESLint

ESLint and eslint-plugin-react and @typescript-eslint recommended rules enabled.

The following two strict rules are disabled:

• https://typescript-eslint.io/rules/no-non-null-assertion/
• https://typescript-eslint.io/rules/no-explicit-any/
