Sync "simplify parametrization of Argo CD server processes" from upstream

Is your feature request related to a problem?

In the upstream PR https://github.com/argoproj/argo-cd/pull/6328, the parametrization of Argo CD changed. We should plan to sync these changes into our helm chart so that users do not get confused when reading upstream documentation (eg. upgrading guides).
