Provide a way to disable "metrics" container in Jetstream EventBus

Is your feature request related to a problem? Please describe. I'm my org we're having a quite large # of environments/namespaces for testing purposes, each of them has to have eventbus along with others sensors/sources, in order to reduce some of the resources it'd nice to have a way to disable "metrics" container as it not needed in this case.

Describe the solution you'd like When metricsExporterImage is not specified/set in appropriate Jetstream version, don't run "metrics" container
