fix(hydrator): consider repo+branch+path a unique destination if they are the same

I tried to resolve this issue (#19068) since the PR hasn't been opened for a while. If someone is already working on it, please let me know. I will stop working on this PR.

Changes made in this PR:

  1. Clean path before checking if the path is the same
  2. Add a test to verify that an error occurs for duplicate destinations
  3. Add documentation that the destination must be unique
