[Pull Request Generator] Add Filter for PR title

Hi,

currently, we can use "lables" to filter which PRs should be taken into consideration. I think it could be a great addition if we also could add a filter for the PR title. Im think of some regex prevent the creation of an environment if the title starts with "docs:" for example or just create environments for features or bugfixes.
