Add support for Bitbucket Server

There's already an issue for Bitbucket Cloud (https://github.com/argoproj/applicationset/issues/459), but not for Bitbucket Server. The REST API is also different, I think it would be simpler to threat them as separate SCMs

@YannayH here you go, but I saw that there are a couple of other issues/PR that, if merged, would require revisiting this. Also not sure if maintainers are interested in supporting this particular SCM.
