Provide ability to open up PRs

Is your feature request related to a problem? Please describe. While the main purpose of the image updater is update images in apps automatically without manual process it is sometimes a requirement to have PRs opened up. For example, there are compliance reasons which require PR approval for deployment to production environments.

It would be useful to have image updater open up pull requests for image tag changes.

Describe the solution you'd like I'd like granularity in the image updater to open up PRs with the image change instead of making direct commits.
