Input cancels self-targeting on Windows

Holding down the target key for at least 0.75s and then releasing should target the player’s ship. If some other control (select friend/foe/base, autopilot, hot key) uses the target key during that time, the effect is canceled. However, it seems that other controls also cancel the effect on Windows.
