Upgrade to v0.1.3

Maybe it's time to make a new release? 😊

• I upgraded pyproject.toml with version requirements for python, and ran poetry update to bump everything to the latest version and minimize the number of outdated PyPI packages.
• I ran the pytest suite without problems on MacOS with python 3.8–3.10, and on Linux with 3.7–3.10.
• I updated the Changelog and Readme.

Any chance this can be merged? It would be nice to have a newer release on pypi.org
