Enabled dynamically adding settings paths via TwillAppSettings Facade

Description

This change allows for the dynamic registration of settings paths in case any capsules, packages, or anything else that wants to have isolated settings in the twill dashboard, and considers publishing to the main directory to be cumbersome.
