To quote the CLA:

I don't know that I wish to give Qualcomm a perpetual, unrestricted, irrevocable license to a broad portion of my work unless I say "Not a Contribution". You and your users may adopt this contribution (and only this contribution) and use it under a perpetual, worldwide, non-exclusive, no-charge, royalty-free, irrevocable license, in which you may copy, modify, prepare derivative works of, publicly display, publicly perform, sublicense, and distribute, but I don't want that to automatically apply in the future.

Also, why should I be due to arbitration in Chiasso, Switzerland? I'm from the United States and would find it excessively burdensome to deal with foreign law and customs.
