Arduino-ide 2.3.1 does not allow to install into a different folder

Describe the problem

Installing arduino-ide with:

msiexec.exe /I arduino-ide_2.3.1_Windows_64bit.msi TARGETDIR=C:\PRGS\arduinoide

Installs into C:\Program files\arduino-ide.

Various other options did not do too:

  • TARGETDIR
  • DEFAULTDIR
  • INSTALLDIR
  • INSTALLPATH
  • INSTALLFOLDER
  • INSTALLLOCATION
  • APPLICATIONFOLDER
  • APPDIR

It should be documented, how to install unattended into a different location, or the installer shall keep an eye on standards as adviced by microsoft.

To reproduce

Execute

msiexec.exe /I arduino-ide_2.3.1_Windows_64bit.msi TARGETDIR=C:\PRGS\arduinoide

and have it installed into C:\Program files\arduino-ide instead to C:\PRGS\arduinoide.

Expected behavior

Giving

msiexec.exe /I arduino-ide_2.3.1_Windows_64bit.msi TARGETDIR=C:\PRGS\arduinoide

shall install to C:\PRGS\arduinoide.
