Broken support for esp32c2 on raspbian

Describe the problem

compilation of a sketch for esp32c3 boards gives the following error: Error during build: fork/exec /home/pi/.arduino15/packages/esp32/tools/riscv32-esp-elf-gcc/esp-2021r2-patch5-8.4.0/bin/riscv32-esp-elf-g++: no such file or directory

To reproduce

On a Raspberry Pi system running Raspbian create a (possibly empty) sketch and try to compile it with the command: arduino-cli compile --fqbn esp32:esp32:esp32c3 sketch

correct compilation

Additional context

The referenced executable is not missing, so the error message is actually quite misleading. Applying the file command to the executable gives the following output: ELF 64-bit LSB executable, ARM aarch64, version 1 (SYSV), dynamically linked, interpreter /lib/ld-linux-aarch64.so.1, for GNU/Linux 3.7.0, BuildID[sha1]=8cd50729c808c5a7db52ee6de3635341ca83ea8b, stripped The file /lib/ld-linux-aarch64.so.1 is missing, though; so I thinkc might cause the problem
