[Feature Request]希望有全局的v-loading指令

What problem does this feature solve?

需求场景：含有table及table筛选的页面，希望table在获取数据（loading）时，筛选部分也不可用（进入loading）。 目前是采取spin的方式，但是感觉不够方便及优雅。
