New dashboard: conflicting packages based on installed files

As archweb imports all repository databases with packages (conflicts, provides) and the package files we could create a new dashboard which shows all packages which conflict but have no provides/conflicts set.

As this probably takes some time to process the dashboard should load it's data from cache or a pre-calculated table.
